　 3. Bidder qualification requirements

　 1.The bidder's qualification requirements shall meet the following conditions:

　 (1) The scope of the business license must include advertising design, production, installation and advertising space rental;

　 (2) With steel structure professional contracting level 3 (and above qualification), and has an effective safety production license。

　 2.The proposed person in charge of the bid shall meet the following conditions:

　 Have a valid construction engineering professional Grade II or above registered construction engineer (including Grade II) qualification, and have a valid construction engineer safety production assessment certificate (Class B)。

　 3.Consortium bidding is allowed in this tender;The qualification examination shall be conducted in the form of post-qualification examination。

　 Consortium bidding shall meet the following requirements:    

　 (1) If a consortium bid is adopted, the leading unit of the consortium shall apply for the bid。

　 (2) If the consortium bids, the consortium agreement shall be signed, and the leading unit of the consortium must be an advertising media company, and the responsibilities and obligations of each consortium member shall be clearly defined。

　 (3) There shall be no more than two consortium units in the project, and all consortium members shall have the status of independent legal persons。

　 4. Subject to the administrative penalty of the bidding administrative supervision department and the government industry supervision department restricting the bidding, bidders or project project leaders who are still within the penalty period as of the bidding deadline shall not participate in the bidding。

　 5.Bidders with any of the following bad behavior records shall not participate in the bidding:

　 (1) The cumulative score of bad behavior recorded by the public resources trading supervision department of Tongling City is between 10 points (inclusive) and 15 points (exclusive), and the date of publication of the latest bad behavior record is not more than 3 months from the bid opening date;

　 (2) The accumulated score of the bad behavior record recorded by the Tongling public resources trading supervision department is 15 (inclusive) -20 (exclusive) points, and the date of the latest bad behavior record announcement is not more than 6 months from the bid opening date;

　 (3) The accumulated score of the bad behavior record recorded by the public resources trading regulatory department of Tongling City is more than 20 points (inclusive), and the date of publication of the latest bad behavior record is not more than 12 months from the bid opening date。

　 6.Any of the following acts of dishonesty shall not be recommended as a successful candidate:

　 (1) The bidder or the proposed project manager (project leader) is listed by the people's court as the person subject to enforcement for breach of trust;

　 (2) The bidder has been included in the criminal record of bribery by the People's Procuratorate within the past three years。
