　 2. Scope of tender

　 Iii. Bidder qualification requirements

　 1.The bidder shall have the status of an independent legal person, and provide the three certificates of Enterprise Business License and Waterway Transportation License that are valid and approved by the State so far.。

　 2.The tenderer must be a professional cargo transportation enterprise with more than 3 years of cargo transportation business experience。

　 3.The bid transport enterprise shall have no less than 10 cargo transport vessels, and shall provide the crew's driving license, crew's engineer's certificate, ship's inspection certificate of seaworthiness, and annual review page of ship operating certificate (the ownership and management rights of the ships submitted in the bid shall be consistent with those of the tenderer).。

　 4.Consortium bidding is not allowed in this tender.The qualification examination shall be conducted in the form of post-qualification examination。

　 5.The bidders who are subject to the administrative penalty of bidding restriction imposed by the administrative supervision department of bidding and the industry supervision department of the government shall not participate in the bidding if they remain within the penalty period until the deadline of bidding。

　 6.Any of the following acts of dishonesty shall not be recommended as a successful candidate:

　 (1) The bidder is listed by the people's court as the person subject to enforcement for breach of trust;

　 (2) The bidder has been included in the criminal record of bribery by the People's Procuratorate within the past three years。
