3.Tenderer performance requirements: The bidder shall have the past five years (since January 1, 2015, the time is subject to the date of signature of the construction unit in the project completion acceptance data。Completion of at least one highway construction (reconstruction or expansion) or municipal project construction (reconstruction or expansion) supervision performance;The performance certification materials shall also provide the supervision contract and project completion acceptance data (project completion acceptance data refers to the completion acceptance report or completion acceptance receipt or completion acceptance filing form，And must not be less than the construction, supervision, construction, design of the four units seal approval)。

3.A bidder who has any of the following acts of dishonesty shall not participate in the bidding and shall not be recommended as the winning candidate:

(2) The bidder or the project chief supervision engineer to be appointed by the bidder is included in the list of persons subject to enforcement for breach of trust;
(3) Be included in the list of parties to major tax violation cases;
(4) Within the past three years (three years retroactive to the deadline of bidding) the bidder has committed a crime of bribery;
(5) The administrative department of human resources and social security included in the "blacklist" of migrant workers in arrears of wages;
(6) The bidder or the chief supervision engineer of the project is subject to the administrative punishment of the bidding administrative supervision department and the government industry supervision department to restrict the bidding, and the penalty period is still within the deadline of the bid。
