　 Ii. Procurement method: competitive negotiation。

　 Third, qualified supplier qualification conditions:

　 1. Meet all the requirements of Article 22 of the Government Procurement Law of the People's Republic of China, independently bear civil liability, and have the business scope and ability to engage in the project。

　 3. Consortium bidding is not accepted for this project。Consortium bidding shall meet the following requirements:

　 The score of the above bad behavior record shall be consulted by the tenderer or agency in the credit information column of the Tongling Public Resources Trading Supervision Administration website at the bid opening site, and the specific score and other information shall be subject to the Summary Table of the score of the bad behavior record of the market competitors in Tongling City (including counties and districts) on the day of the bid opening。

　 5. If the supplier has any of the following bad credit history, it shall not be recommended as the candidate supplier of the winning bid and shall not be determined as the winning supplier:

　 (1) The supplier is listed by the people's court as the person subject to enforcement for breach of trust;

　 (2) The supplier or its legal representative is included in the bribery crime file by the People's Procuratorate;

　 (3) The supplier is included in the abnormal business directory by the administrative department for industry and commerce;

　 (4) The supplier is included in the list of parties to major tax violation cases by the tax department;

　 (5) The supplier is included in the record list of serious illegal and dishonest acts of government procurement by the government procurement supervision department。
