　 2.1 Project Overview: G3 Tongling Yangtze River Highway and Railway Bridge is one of the river crossing passages planned in the Yangtze River Trunk Crossing Passage Layout Plan (2020-2035)，It is a key project to implement the national "Belt and Road", Yangtze River Economic Belt and Yangtze River Delta integration development strategy，It is also a major infrastructure construction project in Anhui Province。The construction of the bridge is conducive to improving the national and Anhui expressway networks, improving the capacity of regional river crossings, playing the central role of Anhui River connecting east and west, connecting Yangtze River Delta and Sichuan, Chongqing, Hubei and Jiangxi, promoting the optimal development of regional traffic and improving the layout of river crossings。

　 2.Bidding content: Material procurement of bridge main cable anchoring system, mainly for bridge steel plate (material Q345qD), the quantity of this time is about 4735.3 tons, the specific bidding procurement materials and the quantity of each package are detailed in the attached table of the bidding document。

　 2.Delivery time: After the contract is signed, the buyer shall complete the delivery within 40 calendar days from the date of placing the order to the Seller (the goods shall be delivered to the place designated by the Buyer).

　 3. Bidder qualification requirements

　 (1) Business scope requirements: Manufacturers or subsidiaries of manufacturers that are legally registered in the territory of the People's Republic of China, have legal personality, can independently bear civil liabilities, and have experience in the production and supply of bid materials (need to provide proof of the relationship between subsidiaries and parent companies)。

　 (2) Financial ability requirements: general taxpayers registered and approved by the tax department, with good social reputation and financial status (with financial audit reports in the past two years)。

　 (3) Production capacity requirements: annual steel production of 5 million tons and above comprehensive production capacity。

　 (4) Performance credit requirements: good, no major safety, quality accidents, illegal behavior records and related administrative penalties in recent years in business activities。

　 (5) Other requirements: do not accept the "National Enterprise Credit information Publicity system" (http://www.gsxt.gov.cn) Suppliers that are publicized as "listed in the list of seriously illegal and dishonest enterprises (blacklist) information" and are in the penalty period participate in the bidding。Does not accept the "China Executive Information Disclosure Network" for the past three years (http://zxgk.court.gov.cn) Suppliers listed as the persons subject to enforcement for dishonesty participate in the bidding。
