　 (1) The maximum bid limit price of engineering design fee is 0.95万元，Including surveying and mapping, survey, scheme design, preliminary design and preliminary design estimates and review, construction drawing design and review, expert demonstration at each stage, relevant review by the competent authorities and corresponding supporting services and other relevant work content and related costs related to this tender project，The winning bidder shall be responsible for all design tasks and ensure the quality of the design results。 (Note: The engineering design fee should be filled in the business bid letter and bid quotation list in the bidding quotation document, but it will not participate in the scoring。）

　 (2) The maximum bid limit price for construction and installation costs is 47.50,000 yuan, including equipment and materials procurement, engineering construction, testing, sub-system commissioning, trial operation, training, acceptance, defect liability period quality assurance, expert demonstration at each stage, relevant review by the competent authorities and corresponding supporting services and other related work content and related costs related to this tender project。

　 Note: The above maximum bid limit price is provisional, and the final calculation base of construction and installation project cost is the list control price after audit by the auditing unit (excluding float). The calculation method of project design fee contract price and construction and installation project fee contract price is detailed in Article 7 of the Pre-Schedule of Bidding Instructions。Each bid price of the winning bidder shall not exceed the corresponding maximum bid price limit。

　 3. Bidder qualification requirements

　 1.The bidder's qualification requirements shall meet the following conditions:

　 (1) Design qualification: with valid engineering design comprehensive Grade A qualification issued by the construction administrative department or Grade C or above qualification of power industry (substation engineering);

　 (2) Construction qualification:

　 (1) With the State Electricity Regulatory Commission or the National Energy Administration issued a valid installation (repair, test) of power facilities license (need to have at the same time installation level 5 and above, repair level 5 and above, test level 5 and above three categories);

　 (2) Have valid power engineering construction general contracting grade III or above qualification, or power transmission engineering professional contracting grade III or above qualification, or construction mechanical and electrical installation engineering professional contracting grade II or above qualification;

　 ③ Have a valid safety production license。

　 Note: If the bidder is a candidate for the bid, the design and construction qualifications provided during the bid must be checked by Tongling Power Supply Company of Anhui Electric Power Company within 1 week after the announcement of the bid winning and before receiving the notice of the bid winning, otherwise it will not be the successful bidder。

　 2.The following conditions shall be met when bidding for the project leader to be assigned:

　 (1) The general contractor project leader and construction leader (project manager) requirements: have a valid mechanical and electrical engineering or power engineering professional Grade 2 or above registered construction engineer qualification, and have an effective construction engineer safety production assessment certificate B。

　 (2) Design leader requirements: intermediate engineer title or above。

　 (3) The person in charge of the general contracting project concurrently serves as the person in charge of construction (project manager), but the person in charge of design cannot be the same person。

　 3.Consortium bidding is allowed in this tender;The qualification examination shall be conducted in the form of post-qualification examination。 Consortium bidding shall meet the following requirements:

　 (1) In the case of joint bidding, the lead unit of the consortium shall carry out the bidding work such as registration, payment of bid security and preparation of bid documents;

　 (2) If the consortium bids, the consortium Agreement shall be signed;

　 (3) There shall be no more than two consortium units in the project. The leading unit of the consortium shall be a construction unit with construction qualifications, and either party of the consortium shall have the status of an independent legal person;

　 (4) Each member of the consortium shall not participate in the tender in its own name or in other consortiums。

　 4.A bidder with any of the following bad behavior records shall not participate in the bidding and shall not be recommended as the winning candidate:

　 (1) The cumulative score of bad behavior recorded by the public resources trading supervision department of Tongling City is between 10 points (inclusive) and 15 points (exclusive), and the date of publication of the latest bad behavior record is not more than 3 months from the bid opening date;

　 (2) The accumulated score of the bad behavior record recorded by the Tongling public resources trading supervision department is 15 (inclusive) -20 (exclusive) points, and the date of the latest bad behavior record announcement is not more than 6 months from the bid opening date;

　 (3) The accumulated score of the bad behavior record recorded by the public resources trading regulatory department of Tongling City is more than 20 points (inclusive), and the date of publication of the latest bad behavior record is not more than 12 months from the bid opening date。

　 5.Those who have committed any of the following acts of dishonesty shall not participate in the bidding and shall not be recommended as the successful candidate:

　 (1) The bidder or the proposed project manager (project leader) is listed by the people's court as the person subject to enforcement for breach of trust;

　 (2) Within the past three years (retroactive 3 years from the date of the bid deadline) the bidder has committed a crime of bribery;

　 (3) The administrative department of human resources and social security is included in the "faithless list" of migrant workers in arrears of wages;

　 (4) being included in the "blacklist" management by Tongling Municipal Housing and Construction Bureau;

　 (5) The bidder or the project manager (project leader) is subject to the administrative punishment of the bidding administrative supervision department (or the government industry supervision department) to restrict the bidding, and is subject to the administrative treatment of the government industry supervision department to restrict the contracted business in this city, and is still within the penalty and processing period as of the bid deadline。
