　 3. Bidder qualification requirements

　 1.Bidder qualification requirements:

　 (1) The bidding unit is the small storage enterprise of Tongling Comprehensive Transportation Investment Group Co., LTD。

　 (2) Enterprise qualification: Grade A qualification of highway design。

　 (3) Personnel requirements: with highway engineering professional senior engineer and above titles。

　 2.Subject to the administrative penalty imposed by the competent department of bidding and tendering, bidders or project managers who remain within the penalty period until the deadline of bidding shall not participate in bidding。

　 3.Bidders with any of the following bad behavior records shall not participate in the bidding:

　 (1) The cumulative score of bad behavior recorded by the Tongling City and county (district) public resources trading supervision department is between 10 points (inclusive) and 15 points (exclusive), and the date of publication of the latest bad behavior record is not more than 6 months from the bid opening date;

　 (2) The accumulated score of the bad behavior record recorded by the Tongling City and county (district) public resources trading supervision department is 15 points (inclusive) -20 points (exclusive), and the date of publication of the latest bad behavior record is not more than 12 months from the bid opening date;

　 (3) The accumulated score of the bad behavior record recorded by the Tongling city and county (district) public resources trading supervision department is more than 20 points (inclusive), and the date of the latest bad behavior record announcement is not more than 24 months from the bid opening date。

　 The score of the above bad behavior record shall be consulted by the tenderer or agency in the credit information column of the Tongling Public Resources Trading Supervision Administration website at the bid opening site, and the specific score and other information shall be subject to the Summary Table of the score of the bad behavior record of the market competitors in Tongling City (including counties and districts) on the day of the bid opening。

　 4.The bidder or the proposed project manager (project leader) who is listed as the person subject to enforcement for breach of trust by the people's court shall not be recommended as the candidate for winning the bid。

　 5.The bidder or the proposed project manager (project leader) who has been listed in the criminal record of bribery by the People's Procuratorate within the past three years shall not be identified as the winning bidder。
