　 1. Project name: Tongling Comprehensive Transportation Investment Group Co., LTD. 2020 medium-term notes main underwriter selection project。

　 Ii. Project content: Responsible for the whole process of planning the issuance of medium-term notes (MTN) up to RMB 1 billion (including the planning of the issuer's qualification conditions, the selection of the raised and invested projects, etc.), reporting, registration, issuance and related intermediary services。

　 Iii. Underwriting method: balance underwriting。

　 7. Qualifications for Candidates:

　 7.1 Meet the requirements of Article 22 of the Government Procurement Law of the People's Republic of China:

　 (1) Having the ability to independently bear civil liability;

　 (2) Have a good business reputation and sound financial accounting system;

　 (3) Having the necessary equipment and professional technical capability for the performance of the contract;

　 (4) Have a good record of paying taxes and social security funds in accordance with the law;

　 (5) Within three years before participating in government procurement activities, there is no major illegal record in business activities;

　 (6) Other conditions stipulated by laws and administrative regulations。

　 7.The bidder must be an independent legal person legally registered in China and have the qualification of the main underwriter of the Inter-bank Dealers Association. The bidder can make the bid by its provincial institutions and above and perform bid-related matters。

　 7.3 Familiar with MTN declaration and issuance procedures, with the ability to lead underwriting。

　 Bid security shall be provided for this project, and the bid security shall be handled from the bidder's account。And ensure that the deadline for submission of bid documents for this project is 1 hour before the account, when the branch of the financial institution bids on behalf of the headquarters, the bid security can be handled from the branch account。The bid bond of the successful bidder of the project will be automatically converted into performance bond, and the bond of other bidders will be returned within 5 working days after the announcement of the winning result。
